The Government did everything in its powers to leave the small and medium-sized business without representative in the National Council for Tripartite Cooperation



 

It is perfectly clear that the amendment to the Labour Code voted today on second reading, which introduces new requirements for national representativeness of employers’ organizations, is targeted at one particular organization – the Bulgarian Chamber of Commerce and Industry. It is a pity that a Party claiming to be democratic and in line with modern requirements, adopts such texts. We have presented all Members of Parliament with sufficient evidence that the proposed change in the Labout Code does not meet the contemporary requirements. Sooner or later these texts will be abolished from Bulgarian legislation, because they completely contradict international practices and the views of international organizations acting in the field of protection of employers’ rights. 
What will happen from now on? We are obliged by our bodies to use all possible means to protect the Chamber’s interests. On the local level, this means that we will study and use all opportunities, and on the international level it means that we will bring to the attention of the international organizations this violation of several acts, under which Bulgaria is a party, including ensuring the right of cooperation.


What lies ahead? Of course, there is the option for BCCI to give up its state-delegated activities, but for us the most important thing is to serve our members enabling them to work better in the conditions of the crisis and to tackle everyday problems more efficiently so that our economy evolves. As far as the protection of the interests of our members is concerned, we must not forget that the National Council for Tripartite Cooperation is just an advisory body in the first place, one of the many places where we can express our opinion. Secondly, we must not forget that the National Council quite often is be only a place to hearing (like in the present situation), but not to follow the logical proposals of the organizations that participate in it. It is not surprising that the labour unions also left the Council. All these developments prove that the policy adopted with regard to the tripartite dialogue is undemocratic. 


Regardless of what laws are amended in the country, BCCI will not become an organization with fewer members. It is still the organization uniting 52 000 members. No matter what special concessions are granted to other organizations pretending to defend the interests of employers, this will not increase the number of their members significantly, and they will certainly not reach BCCI’s representation scale. We have our channels to protect the interests of small and medium-sized enterprises - whether through the Tripartite Council, the media, Internet or via our international partners, and we will continue to do our job. It is regrettable that SMEs will remain without representative in the National Council for Tripartite Cooperation, despite the constant assurances of the Government that it cares about them.
