E-government before long and less administrative burdens in the regions - demanded BCCI from the government









The President of the Bulgarian Chamber of Commerce and Industry, Mr. Tsvetan Simeonov, requested the government to shorten the deadlines set out in the Programme for e-governance 2020. The request was laid directly to Prime Minister Plamen Oresharski and his team during the National Forum “Government – Business: Restarting the Economy”, held in the National Palace of Culture. „We meet different problems but our main problem remains the administrative burden to all the investors – both the Bulgarian, and the foreign ones, as shown by the surveys of the BCCI“, highlighted the President of the Chamber.
 
Mr. Tsvetan Simeonov raised the problem about the administrative burden at the regional level which remains to be serious. “Except the regional governors the government disposes of other measures to induce the local authorities to facilitate this burden, such as the recent allocation of funds for programmes of the municipalities, although the government could set an additional criterion for the approval of a project – reducing the administrative burden to the local businesses”, added Mr. Tsvetan Simeonov. 
 
In response, Deputy Prime Minister Daniela Bobeva agreed that the administrative burden is indeed the main problem and expressed hope that more attention will be paid to the local administrative burdens, together with the businesses, within the Council of Decentralization.  
As regards the e-governance Ms. Daniela Bobeva said that the main measure provided by the government is to apply a centralized approach in the approval of projects, so they could correspond to the strategy. She added that significant funds on operational programmes have been provided and expressed hope that a progressive step forward to the effectiveness of the e-government will be made.
Prime Minister Plamen Oresharski explained that the strategy sets the deadline to 2020, as this is the deadline for the absorption of funds under the next programming period, which does not mean that all the activities will be carried out in 2020.
