The rules for verification of Certificates of Origin of goods were discussed at a refresher training which BCCI held with its employees from the “Trade Register and Membership Directorate” carrying out the activity in Sofia and the Regional Chambers of Commerce and Industry. Emphasis was put on the obligation to strictly adhere to the requirements, rules and conditions for validation of Certificates of Origin arising from the international unified rules, outlined in the ICC WCF Certificates of Origin Guidelines, Commission Regulation (EEC) No 2454/93 of 2 July 1993 laying down provisions for the implementation of Council Regulation (EEC) No 2913/92 establishing the Community Customs Code with all subsequent amendments, and annexes thereto. Special attention was paid to the documents necessary to indisputably prove the origin of the exported goods – Bulgarian/European/other origin.
The Bulgarian Chamber of Commerce and Industry joined the ICC WCF CO International Accreditation Chain and received a special CO Label containing the ICC WCF logo and the accreditation number of the Chamber verifying its capability as the only internationally recognized organization in Bulgaria authorized to issue Certificates of Origin of goods.
BCCI has already printed out the CO Label on its non-preferential Certificates of Origin forms which shall enter into force as of 1st January 2016.
For the preferential Certificates of Origin – Form A the current regime remains in force.
