BCCI’s President takes part in the conference held with the Prime-Minister and the employers’ organizations aiming the improvement of the business climate
Members of the management and supervisory bodies of the employers’ organizations concentrated their discussions with the Prime-Minister Plamen Oresharski on the issue about the regulating administration during the today’s conference in the Council of Ministers regarding the adoption of some measures on improving the business climate in our country. BCCI’s President Tsvetan Simeonov also took part in the conference and expressed BCCI’s opinions regarding the necessary measures that should be undertaken.
He said that according to the Prime-Minister’s information, there are 770 registration regimes in Bulgaria, and he highlighted that in the opinion of BCCI a principal solution to this problem would be the implementation of an electronic government.
What BCCI’s President Tsvetan Simeonov is definite about is that “the activities of the administration should be reduced to the basis of the electronic government”.
Regarding the problem about the public procurement BCCI’s President expressed his definite opinion that the information about the public procurement should be accessible – it should be announced on the Internet, applying should be also done on the Internet; even the ranking should be made on a computer.
Discussing the topic about the activities of the supervisory bodies, Tsvetan Simeonov underlined that they should be more active and efficient.
He also highlighted that the legislative activities should be performed on the basis of following the principle for evaluation of the legislative acts impact. “The lack of such an evaluation is being considered as one of the most negative factors, thus obstructing the decisions about making investments in Bulgaria”, indicated in his statement BCCI’S President.
“It is necessary, he added – that a wider range of the non-government sector should participate into the management of the respective branches, including the adoption of an Act for the branch organizations with its clear regulations about their involvement in the management at all possible stages – legislation, counsels for legislation amendments, counsels for further improvement, evaluation of the impact, participations in the evaluation of the tender proposals for public procurement.
Early in his statement, BCCI’s President Tsvetan Simeonov drew the attention of the participants in the conference towards the urgent need of renewing the tripartite dialogue.
