BCCI marked the 120th anniversary of the establishment of the chambers of commerce in Bulgaria









The Bulgarian Chamber of Commerce and Industry (BCCI) celebrated the 120th anniversary of the establishment of the chambers of commerce and industry in Bulgaria with an international business forum on theme “The Role of Business Associations in Support of Entrepreneurship”.
 
The President of the Republic of Bulgaria Rosen Plevneliev took part in the event together with former Bulgarian Presidents Petar Stoyanov (1997 – 2002) and Georgi Parvanov (2002 – 2012).
 
In his opening speech the President of BCCI Tsvetan Simeonov said that BCCI is an organization with universal membership, a home for companies from all sectors of industry ranging from micro companies to the largest businesses.
 
“Far back in 1895, in an extremely organized manner on the same day in four economic centers in the Kingdom of Bulgaria the first regular sessions of the chambers of commerce and industry of Sofia, Plovdiv, Varna and Ruse were opened. To this day they remain an example of encouragement for the economic agents, and have always aspired to covering the interests of entrepreneurs without setting the condition for membership as a prerequisite for providing support and assistance.”
 
“We have been through ups and downs, through the “protection” of the national economy with privileges for the Bulgarian manufacturers and through liberal approaches, through the control of the “planned” economy, and now in the conditions of open competition. We have always served as a bridge to the achievements of the market economy as far as the domestic political climate and the international situation allowed”, the President of BCCI said. The great contribution of the forerunners of the Chamber in all spheres of economy is undeniable.
 
In his welcoming speech Bulgarian Head of State Rosen Plevneliev emphasized our country’s efforts to establish modern economy after the Liberation in 1878 as well as the contribution of the chambers of commerce and industry for the opening of the first high schools of commerce in Bulgaria.
 
President Plevneliev underscored the importance of placing entrepreneurship in the focus of economic policies in the following years. “The Juncker Plan, the Connecting Europe Facility and the cross-border cooperation programmes can all be used to improve the investment climate, promote and support SMEs, and encourage entrepreneurship.”
 
During the Forum Rosen Plevneliev conferred the Honorary Sign of the Head of State on the President of BCCI Tsvetan Simeonov on the occasion of the 120th anniversary saying that the Chamber has been one of the important contributors to the economic development of Bulgaria.
 
“In the last 25 years BCCI received significant international recognition”, said Petar Stoyanov, President of Bulgaria in the period 1997 – 2002. “120 years is a glorious anniversary and BCCI should be proud to be a part of the development of the Bulgarian state.”
 
During the Forum Georgi Parvanov, President of Bulgaria in the period 2002 – 2012 said: “Striving to remind the achievements and the results of working together with BCCI, indeed it was during a very active social dialogue. I am proud that during that time we tried to realize the long-term idea of the economization of the foreign policy of Bulgaria.”
 
The forum brought together representatives of the international organizations of which BCCI is a member and an active partner.
 
Addressing the forum, the Director-General of the International Labour Organization (ILO) Guy Ryder said that the Chamber has a long history and has served the country and its employers since the Liberation. Now it faces new challenges in the 21st century since the global crisis or nowadays’ challenges have not spared Bulgaria. He put an emphasis on achieving higher economic growth and a lower unemployment to be certain no one will face the risk of poverty. “The labour world is changing at a speed and on a scale unseen so far. We need to respond to this change if we wish to tackle the challenges in the next 100 years,” Guy Ryder commented.
 
According to Roberto Suarez, Deputy Secretary-General of the International Organization of Employers (IOE) business organizations’ main obligation is to argue and affect policy-makers to remove regulatory, institutional and administrative obstacles which often hamper building entrepreneurship values. He added that the lack of coordination in doing certain activities and corruption discourage entrepreneurs. “When new rules are created we have to know that this is not such a difficult task. Regulating is a difficult task. This is the place of employers’ organizations – to propose alternatives and to learn from the others”, Suarez said. According to him the ILO can help the development.
 
Arnaldo Abruzzini, Secretary General of EUROCHAMBRES said that a way must be found for energy not to be a cost-aggravating factor hampering the development of business. He stressed the need of clear and straightforward dialogue between business organizations and entrepreneurs, support by the European leaders, fostering skills and attitude of young people so that they can be more useful to business, simplified access to financing, access to cheap resources, as well as opportunities for distribution of the provided goods and services.
 
Dr. Peter Mihok, Chairman of the ICC World Chambers Federation also took part in the forum. He pointed out the ICC WCF’s excellent cooperation with the management of BCCI and its regional chambers. Dr. Mihok said that BCCI can boast a number of achievements among which its accreditation from ICC WCF for verification of certificates of origin and ATA Carnets and providing the opportunity for resolution of commercial disputes through its arbitration court with a digital system and high standards.
 
Deputy Prime Minister Meglena Kuneva said that corruption is an obstacle to equal start which harms the competitiveness of Bulgarian economy and should not be incidental to our society. “I have received the support of the majority and my colleagues in the Council of Minister for the anti-corruption measures I have proposed,” she noted. “BCCI deserves congratulations for the results it has achieved and the example it has set as a later business organizations in our country and its essential role in strengthening the national economy. BCCI successfully defends the interests of entrepreneurs on the global scene. It is a corrective to the Government to improve the business environment,” she said.
 
“BCCI is an important partner of the Ministry of Labour and Social Policy over the labour market”, said Deputy Prime Minister and Minister of Labour and Social Policy Ivaylo Kalfin. “The implementation of projects with the social partners greatly contributes to improving the policy on the labour market in Bulgaria. Increasing the level of being informed and of establishing key skills among working people and employers to restrict the informal economy are activities helping tackle this huge problem on the labour market. “
 
The forum was attended by Ministers, MPs, diplomats, academics, representatives of the universities, companies – local and international partners, sectorial organizations, regional chambers of commerce and industry and other business associations.
