S E C T I O N    II
GOALS AND OBJECTIVES

Art. 3. (1) The Chamber shall support, promote, represent and protect the business interests of its members as herewith follows:
   
  1. Upon request, it shall participate in the development of national programs for promoting the economic activities, or shall advise on these matters;
  2. It shall present to the respective state authorities the co-ordinated opinion of its members on draft-laws and decisions on the business activities;
  3. It shall systematically observe application of the normative acts in the economic field and shall propose to its members and to the respective state authorities measures for their observing and improving;
  4. It shall, on its own initiative or upon request of the respective state authorities, stand up for the business interests of its members for:
    • (amended – General Assembly of the BCCI, 17.06.2014) improving the conditions for economic activities;
    • increasing foreign trade effectiveness.
  5. It shall work out standard contracts, forms and general terms and conditions of contracts for the various kinds of economic activities.
  6. It shall participate as an employers’ organisation in the tripartite co-operation, observing the normative terms and conditions, and it shall participate in other state-and-public, or public bodies and organisations as well.
  7. It shall organize:
    • a regular Arbitration Court on international and local private legal property disputes on the basis of arbitration agreements or upon binding terms of reference established by a law or an international agreement;
    • ad hoc arbitration supported by the Arbitration Court;
    • (amended – General Assembly of the BCCI, 17.06.2014) alternative means of voluntary settlement of disputes supported by the Arbitration Court.
  8. It shall ensure conditions for functioning of the General Average Adjusters’ Office.
  9. It shall report on the observance of the international trade regulations and customs, as well as on any acts of unfair competition.
  10. (amended – General Assembly of the BCCI, 17.06.2014) It shall organize the introduction, implementation, development and control of the system of standards and solutions of the International Association GS1 in Bulgaria through GS1 Bulgaria Council with the Chamber.
  11. It shall involve specialists and experts from the country and abroad for solving any taxation, customs, currency, credit and other matters.
  12. It shall defend the interests of its members before any state and public institutions within the country and abroad.
  (2) (amended – General Assembly of the BCCI, 17.06.2014) The Chamber shall contribute to increasing the capacity of Bulgarian traders on foreign markets, as herewith follows:
   
  1. Explore possibilities for competition on the foreign markets, as well as the requirements and methods for adaptation to the changing market situation;
  2. Inform its members on market opportunities within the country and abroad; on market development tendencies; technological and technical progress; announcement of tenders, auctions, etc.
  3. (amended – General Assembly of the BCCI, 17.06.2014) Facilitate the establishment of business contacts between Bulgarian and foreign traders by working out general terms and conditions for contracts and disseminate established best trade practices.
  4. Facilitate the expansion of foreign and Bulgarian investments within the country and abroad.
  5. Represent, by proxy of its members, their interests before foreign chambers and other trade institutions, international organisations, etc.
  6. (amended – General Assembly of the BCCI, 17.06.2014) Assist Bulgarian traders and legal non-profit organisations in their participation in any Bulgarian and international fairs, shows, exhibitions, etc., as well as in any events organized by them.
  7. Carry out intermediary activities aiming to inform and employ Bulgarian citizens within the country and abroad while observing all normative requirements.
  8. (amended – General Assembly of the BCCI, 17.06.2014) Organize business delegations abroad of Bulgarian traders and legal non-profit organisations.
  9. (amended – General Assembly of the BCCI, 17.06.2014) Promote the capacity of Bulgarian traders for production and trade;
  10. (amended – General Assembly of the BCCI, 17.06.2014) Collect, process and submit information to the Bulgarian business community for the establishment of currency and financial regimes, tariff and non-tariff restrictions, formation and registration of various forms of businesses, standardization requirements of documents for international trade facilitation, etc.
  11. Organize various seminars and workshops for improving the management personnel’s qualification on market economy matters; participate in the national system on training and qualification of managers, etc.
  12. Assist and promote the development and functioning of free trade zones, frontier zones and trade.
  13. Organize information centres on economy and technology, and participate in the work of similar foreign centres.
  14. Assist its members in their marketing, advertising and other activities.
Art. 4. Upon fulfillment of its goals and objectives, the Chamber shall operate jointly with the competent state authorities and organisations.
Art. 5. (1) The Chamber shall assist in establishing territorial and branch chambers and other unions.
  (2) The Chamber shall co-operate with any territorial and branch associations.
Art. 6. The Chamber may open branches, and it may also associate with any foreign and local persons in connection with its goals and objectives.
Art. 7. Councils uniting members of the Chamber on the basis of functional, territorial, professional and branch principles shall be established with the Chamber.
Art. 8. The Chamber shall represent its members’ interests before any international non-governmental organisations, as well as before interstate organisations by proxy of the respective state authorities.
