Presentation of the new updated version of the Unified Trade Register of BCCI







On 23 March 2017, before representatives of the business, sectorial organizations and media, BCCI presented the new updated version of the Unified Trade Register of the Chamber.

The Register which BCCI keeps for over 50 years is constantly improved. Its start was given in the 1960s, when the information about the foreign trade enterprises was entered in a special book. In 1990-91, BCCI introduced the first information system of the Trade Register, after which the system kept evolving and has gone through various stages, but the goal always remained the same – to provide better, more efficient and useful services to the clients.

In 2017, the technologically updated version of the information system of the Unified Trade Register of BCCI was officially launched. The most important changes are related to the separation of the public part from the internal part of the register. Through the updated and improved public part the clients of the Chamber are provided with new opportunities to use services from the register:

  • The procedure for conducting verifications about the registered traders, associations, and representative offices of foreign entities was facilitated, allowing reports to be generated without prior registration and log in with username and password, and only with one or two steps after entry in the system information can be obtained according to selected criterion:
    Name
    UIC/BULSTAT;
    Name of the representative;
    Foreign participation;
    Business activities, etc.
    The systems also allows for reports according to two or more selected criteria.
  • A special module was developed for the traders that export goods, allowing them to fill in online and submit to BCCI signed with digital signature applications for issuance of Certificates of Origin with enclosed documental evidence. The service is provided by means of registered access with username and password by the exporter, which provides security and guarantees the confidentiality of company data and prevents possible attempts for misuse or forgery. After BCCI confirms the correctness of the documents, the Certificates of Origin of goods can be issued by the Chamber. Thus, exporters save time as they do not have to visit the Chamber to consult on the correctness and rightness of the documents prepared for export.

It is important to mention BCCI’s great achievement – the completed procedure for its accession to the International Certificate of Origin Accreditation Chain with ICC – Paris, for which the Chamber received official Certificate of Membership. Thus, BCCI became the only organization in Bulgaria which has received international recognition to carry out this activity. The accreditation was granted after the Chamber met the specific requirements and criteria of ICC, which all organizations issuing Certificates of Origin of goods must comply with, and the standard procedures that must be followed during the issuance of Certificates of Origin.

  • Another important module which was developed in the public part of the updated system of the Trade Register of BCCI is the possibility to fill in and submit online contract for issuance of ATA Carnet signed with digital signature and the general list of goods which will be temporarily exported under the cover of the ATA Carnet. BCCI is the only organization in Bulgaria which issues and guarantees ATA Carnets - international unified customs guarantee documents for temporary importation, exportation and transit of goods, and is a member of the International ATA Guarantee Chain with ICC-Paris.

Last but not least, it is important to underline that the development of the information system of the Unified Trade Register of BCCI, its technological update, monthly maintenance, and the work related to the connection/accession to the systems of ICC-Paris is funded entirely and solely by BCCI.
